Not many Wazers in my small town and over the years I’ve tried to correct or add information but everything is always locked or restricted
How is a newbie editor ever supposed to level up if they can’t edit anything to begin with?
Do I have to request an unlock for every single change? If so that seems too tedious to bother?

I know how you feel; we’ve all been there. Requesting unlocks is indeed the way to go if you want to edit locked segments. It’s a great way for the community to get to know you, and also a great way to learn. If you edit on a regular basis, you’ll gain a rank upgrade quickly enough.
That being said, there are still a lot of things you cand do, even at L1. You can add places, or fix street names. For example, I looked around your edit area, and noticed that some street names are not properly capitalized. If you’d like to tackle a bigger project, some cities in the region are still far from being completed (take Normandin for example). If this is outisde of your editing area, feel free to use this form to request area management. I’d be happy to help you along the way.

I had already filled in a request for area management of my local area however I already drive there so I guess it does not change much
I am only trying to edit things that are where I have driven, however I often get the following error with no explanation:
An error occurred while saving
SUGGESTION Try again later
For example I kept trying to update or add gas stations and I try to fill out as much information as possible however it seems I don’t have the right to add everything
Another example I corrected a bank name with proper capitalization however I could not add their phone number or website etc

That doesn’t sound like a rank/permission problem, but rather the usual Waze bugs we all run into.
Try saving earlier and more often - i.e. if you make a new place, save it before you try adding details, etc.
