I know how to plan a route, and change starting point. I also know how to add a stop to current route. Is a combination possible (e.g. to be at work and plan weekend trip from home to a resort with a stop in the middle)?

That is not how Waze navigation works. It is designed to find the best route from where you are at when you are ready to go.
John is right that the app doesn’t have that kind of flexibility. You can do some planning with the Live Map. For longer drives, I’ll be honest that Google Maps is going to have more tools to help you plan stops along the way. Many will use Google Maps to plan their waypoints, then actually navigate using Waze.
As far as I could gather, showing a route from a different starting point is trivial on a computer, impossible on the phone application.
On a computer, open Live Map and just select start and end points to view recommended routes.
On the phone application (Android) it’s possible to go into Planned Trip, generate a new trip, change its starting point and save. It shows the trip’s length, but as far as I can see the only way to see a saved trip’s route is to start it – but then it starts from the current location.
It is also possible to start a trip to a destination, and then add the new starting point as a new stop in the middle. In this mode it shows the whole route, but not the time from the middle stop to the destination.
