Has anyone worked on implementing the new US road standards using the MODOT functional classification maps? I’d like to take a look at an area that is using that standard.
I’ve started looking at what it would take to do that in the St. Louis area (looking at St. Charles county right now) and it seems like a significant number of surface streets (MODOT primary and minor arterials) will need to be upgraded to Waze major and minor highways.
I’ve updated most of St. Charles county to comply with the new standard. So far there is one item that requires some community feedback, handling of Missouri’s secondary highways (lettered routes).
In St. Charles county I applied the following standard for Missouri highways:
MO Primary Highway (numbered highway): Greater of minor highway or functional classification
MO Secondary Highway (lettered routes): Greater of primary road or functional classification
I excluded the lettered routes per the note in the highway section of the wiki:
I believe Missouri qualifies as over-inclusive if we consider lettered routes as highways. I believe in most cases these are similar to county roads in other states. I think we should treat them like county roads for classification, which would mean a minimum of primary road, or higher based on MODOT functional classification.
What do others think, do this meet the goal of the new classification scheme, which I believe ultimately is better routing?
Yes, the bulk of them have been functionally classified as either “Urban Collector” or “Rural Minor Collector”, both of which I’ve been setting to the “Primary Street” type. There are stretches in the populated areas that are classified as high as Principal Arterial.
Here’s the translations I’ve been using:
MODOT FC = Waze type
Interstate = Freeway
Expressway = Freeway or Major Highway (See Note)
Principal Arterial = Major Highway
Minor Arterial = Minor Highway
Urban Collector = Primary Street
Rural Major Collector = Primary Street
Rural Minor Collector = Primary Street
Local Road = Street
Note: In all instances the Expressways I came across met the criteria for Freeways, but I haven’t looked at all of the MODOT maps. There may be places where Major Highway is more appropriate.
In these cases, I’ve upgraded above what the FC would indicate:
US-99 = Major Highway : All US Highways were set to a minimum of Major Highway
State Hwy 99 = Minor Highway : All Missouri NUMBERED highways were set to a minimum of Minor Highway
State Hwy XX = Primary Street : All Missouri LETTERED highways/routes were set to a minimum of Primary Street
I was going to make some announcement of the sorts, but it seems to be easily found for the most part, You have provided the links I would have provided for the Wiki and Forum references. It is something that when I get some free time, aside from any other AMs too, I’ll do my best to work the region where help certainly is needed. I’ll work on KC and bigger metro areas or the surrounding roads. I have to get a reference for the FC maps myself though.
I’ve added the classifications discussed here as a draft (marked as such) to the Missouri wiki page. Please take a look at that info as you guys get a chance. I added a cross reference between the nomenclature and map colors used on the MODOT FC maps to the Waze names/colors. I also added some info about the distinction between Primary and supplemental routes.
I’d like some more input on the numbered vs lettered MO highway topic. Do others agree with my assessment that the supplemental (lettered) routes are less preferential that the numbered routes, and therefore should be considered in line with what other states would call county routes?
Are you referencing the signs that are square that have the letter in them, like O or OO? I have seen state shaped silhouettes on the square signs with the letter overlay, and in the case of A, it was Missouri A or AA. I have seen just the square silhouettes and if that is to what you refer, then I’d say yes I’d consider them from my experience as county highways. The other though, with the state silhouettes I’d say state highways. If that is what you are saying.
If it has black numbers on a white Missouri silhouette with a black border, then it’s at least a minor highway.
If it has black letters on a white background with a black border, then it’s at least a primary street.
No specific highway in question, I just wanted to make sure others agreed with my assessment on highway types. It sounds like those that have responded so far do.
This started when he asked for an unlock of a state lettered highway to down grade to a Primary to match the FC. That’s what started my question to state numbered and lettered highways. Thought it should get straitened out for state wiki page for others that come along.
I’m new here and have read the FC wiki for the US and MO and believe I understand them. However here is SW MO I see a lot of lettered highways marked as minor highway rather than PS. Is there a reason for this? Or was that just the way they were imported? If there’s no objection I’ll change the one’s I can to PS. I’ve already started doing this on the double letter highways. In my experience typically double letter hwys connect at one end to the same or higher FC hwy, while at the other end they connect to a lower FC. Meeting the definition of a collector. Single letter hwys tend to connect to the same or higher FC at both ends, and could be considered either an arterial or a collector, but I think more on the collector side. Most of my work is along the US-65 corridor north of Springfield. I’ve tried to read as much as I can of the wiki’s including the one about what not to do, but if anyone see’s something I’m doing wrong let me know. Thank you
Good question, Dan … I’ll look forward to be practice/answer. I travel in SW MO a lot. So far, I’ve left them the same, as long as they are PS or higher. But that’s due to so much work being needed on areas down this way, LOL.
Hey Dan, I’m glad to see someone take an interest the FC updating in SW MO. The answer is yes, the lettered highways were imported as mH’s and many are still this way. I have been making an effort the last month or so to work on FC updates in SWMO. I have been doing a lot of work in Springfield as well for this purpose. And as far as I can tell I am one of very few doing this in the Springfield area. So your help is very much welcomed. I guess you have found the MoDOT FC maps to use for reference right? Also while updating the roads make sure to clean up the geometry as well since many of the rural roads are very “messy”. Remove unnecessary nodes, junctions, straightening, ect.
Yes I found the FC maps, I’ve also been using the Dallas county GIS I found on line to update county road names as well as all the other clean up stuff you’ve mentioned. Also fixing E/W N/S street names inside Buffalo.
One thing, on naming county roads, if I understand the wiki you only use the town name if the street is in the town, otherwise make it “no city”. Is that right, because I’ve had problems searching for a street name that’s outside the city but has the city zip. I’ve gotten all sorts of different places in the state, making it hard to find the right street. It seems to me it ought to be that the city name for that zip code be used. But, I’ll do it however WAZE wants it done, just trying to make sure I’m understanding right.
Another issue, Shelby Rd from Hwy H to Fairgrove https://www.waze.com/editor/?env=usa&lon=-93.19172&lat=37.35715&layers=2727&zoom=1 was just a street that I’ve made a primary street. That used to be US-65 until the early 80’s and has been maintained to about Numbered State Hwy status. Hwys H and KK have to yield to traffic on it and when US-65 is shutdown traffic is diverted to it. If I was wrong to bump it up let me know and I’ll change it back, but I think that’s the very least it should be.

Yes only use the town name if the street is in the city limits. Outside the city limits it marked “None”. When a street crosses the city boundary there should be a break and then the road continues as “None”. Also make sure when creating new road segments to specify the city name or check the “none” box. If this is not completed the road segment will be bright red and Waze will not route on them.
MoDOT has at least the portion between Hwy KK and H listed a Primary type. Between H and Fair Grove it seems fairly well traveled. So I can see it as a Primary. FC’s are an “at least” road class so there are situations that can warrant an upgrade after careful consideration. Keep in mind that road types DO affect routing so we must make sure these situations don’t adversely affect routing. In this case I don’t think it does.
Which is why I thought it ought to be at least a primary street as Waze tried to route down a paved farm road when I knew Shelby Rd was a highway quality road.

I’ve found that out and fixed the ones I’ve done. I thought I’d read in a wiki about munching red roads so initially I’d left them alone, but after I’d driven one and it was still red I went back and found that it was looking for city and street. So fixed all the ones I’d done and I make sure I take care of new ones when I create them.
Retired in 92 at McGuire AFB NJ. Stayed 14 more years for kids schooling and then came home to the Ozarks.
I am frugal with PS, as much as anyone. But in some areas, they really help with routing. I have no fear making some road, well-maintained, into a primary street, if I think end-users get better routing. Likewise, if I see some streets made PS in over abundance, I lower them, but only in MY BACKYARD, LOL!
