This section of S El Camino Real between 28th St and 31st Ave is a divided highway with an island in the middle. Turns cannot be made across the island. This Level 3 road should be two parallel roads instead.

Even though a road is physically divided does not mean it should be divided in Waze. Please take a look here at some information on this. Depending on the underlying issue, there are other things we may be able to do.

Thank you for the prompt response! This situation caught my attention when I was trying to edit the map and connect parking lot roads (which I can’t do yet being Level 1). You cannot get to the lots from the opposite side of the street because of the physical median. So, per the guidelines you posted, this should be divided:
I haven’t looked at the specific location, but in addition to what’s in the article, we try to avoid switching roads back and forth between divided and undivided unless it’s really necessary. So an unwritten qualification on the “u turn required” criterion is that one must go some distance to find that u turn. If a divided road has abundant opportunities for u turns and nearby stretches of the road make more sense to map as undivided, we generally leave the divided stretch mapped as undivided as well.
If in this case u turns are not immediately available for most destinations, that would be a prima facie case for dividing. Again I haven’t looked at the location, just offering our general practice.

To follow up on Dwarflord’s comment…if you look at both ends of El Camino Real between 28th and 31st, the u-turns are enabled. That, with the parking lot roads currently mapped, will provide correct routing for any businesses searched for by name except the corner where the construction is which I don’t think is finished yet (it wasn’t in June).
I’m going to send you a private message with more info on editing as well. I see the parking lot roads (PLRs) that you added on the north side of El Camino Real that can be fixed.

Like Dwarflord, I am a local SF Bay Area editor. I’ve just looked at the segments you linked to.
In addition to what Dwarflord has said, guidance for how roads should be drawn has changed over time. We are now erring on the side of caution - if it is not broken, don’t change it. Although El Camino is divided in Palo Alto, the division has stopped in Redwood City and dividing/undividing segments is an exercise we avoid unless absolutely necessary.
Looking at the area you linked, all of the businesses on either side already have Parking Lot Roads (PLRs) mapped with the appropriate Turn Restrictions (TRs) put in. Therefore, Waze should provide a proper route to these businesses.
On a different note, I noticed that you have started to add PLRs to the CalTrain lot. Please review the guidance on Parking Lots Roads.
