Could somebody double check the restrictions along the following stretch of road as I was given a routing suggestion by the App of using it during the restricted hours? It should be 08:00 to 18:00 daily (including Sunday).

Sure. I’ve taken a look and the restrictions in the centre of York are set from 10:30 to 17:00 daily.
That seems to match the information here: http://www.itravelyork.info/walking/pedestrianised-city-centre/
I’m guessing you’re journey was outside those times, but still between 08:00 and 18:00. Was this an extended closure for a special event perhaps?

There are two levels of restrictions in the middle of York.
One is for all access when bollards go up and physically prevent entry of traffic when streets are declared a pedestrian area, this is 10:30 to 17:00 daily some streets are still open for access only to enable parking for the disabled and allow access for time sensitive traffic like security vans.
The other is the access only periods between 08:00 and 10:30 and between 17:00 and 18:00 during which vehicles may only enter for loading and unloading purposes and otherwise servicing premises only, but not for through traffic. It is the through routing during these times with which I have issue. It is one thing entering the streets concerned with a view to visit premises to collect or deliver goods it is quite another to enter as a rat-run during these ‘shoulder’ periods.
