I needed to create a new Level1 road based on map error reports. I confirmed by Google maps that my edit is correct. Someone now needs to update the turn thingys. Why can’t I just do it??

Most of the attached roads are Level 2, therefore a level 2 or greater will need to address.
That’s a big problem right there. Stop using Google Maps to “verify” correctness. Proper editing requires using official government/county GIS sites. Start there.
After that, then what @mmonroe91 says is also correct. You can’t connect to a segment you lack permission to edit. If you still need a higher ranking edit to update, then follow the forum rules at the top in red and post in the correct forum for the US.
