What is the suburb/town/city of these new roads you are adding?
We all started out at the same level. There are new editors who are able to add content to the map and have only been editing for the last couple of months.
They are able to edit without having an issue with how the Waze and the local community have set the target for each editor level.

Some areas are just a locality, ie: Myrtle Park. When I try and add it, it says…
You cannot add cities to this country
SUGGESTION Check the spelling of the city names you have added and try again.
From what I have seen throughout Waze, is that solid suburb/town/city areas have theirs names attached, anything outside generally doesn’t have a name attached.
