I’m looking at this UR, but I cannot reproduce the problem.
Nevertheless I am wondering if there is a modification to the junction to prevent this kind of routing. A bow-tie, maybe?
Either way - it’s locked up to a 4 so I cannot make any changes currently.

As a wild initial thought, I’m going to risk suggesting that the parallel roads are too far apart and this is preventing Waze from correctly penalising the double right turn (the shortest of the 4 box segments being 52.49ft).
Unfortunately the note on the Wiki does state this algorithm fails when it includes the first segment of a route / re-route, which this looks close to being.
As for a true solution I’ll leave that to better editors than myself :roll:
Absolutely right, Chris. 
The short segments were all longer than 15m, allowing Waze to view use them for 2 right turns, rather than viewing them as a forbidden u-turn.
I’ve tweaked the lengths down and checked the angles to prevent u-turns here. :mrgreen:
