Level4 Update: Delaware - New Castle (I-295)

Reason: Add city name for detour prevention. URs complaining about being routed onto and off of route 13 ramps/slip roads and back on to 295. They don’t enjoy it. The segment BEFORE the detour is New Castle, so this one should be New Castle as well.

There is a lot of inconsistancy in street name/city name in this 95/295/495 spaghetti-land between New Castle and Wilmington.

It appears that segments had the city name removed on most segments, which is the typical fix for different nearby cities on freeway segments causing unexpected detours. This should alleviate the detours in this area.

Thank you very much for digging that one up. I had lost track of it months ago. Thanks for pointing out a better fix than the one I thought of at the time.
