There is a UR here reporting a road closure and another highlighting awareness, saying ‘Problem: [ROADWORKS] This road will be subject to various overnight closures Until Feb 2015 http://www.highways.gov.uk/roads/road-projects/m6-junction-26-eastbound-roundabout-orrell/ I’ve posted this report as info in case further UR’s are raised over the oncoming months.

Well, we’re talking about the Highways Agency here, so the information is perhaps a little unreliable. But if you trust it…
Monitor this web page (you’ll see I’ve added “?impact” to your original url). Ignore everything about diversions - Waze can work out diversion routes - and lane closures. Just pick out whole road closures. Thus at the time of writing, the only interesting paragraph is this one:
Work out which Waze segments are actually closed. If you have access to the Beta editor (or the current Beta editor has gone live by the time you are doing it) it’s easy to input closures. If not, use this spreadsheet, a separate line for each overnight closure. If you get a security violation trying to get at the spreadsheet, PM Timbones for access.
Finally, stick up a [ROADWORKS] UR so that people know there are closures input.

That’s great advice, especially as I’ve only monitored two sets of roadworks so far - one I’m well familiar with and so confident I can manage it, the second I had to get lots of clarification from a reporter.
I’m prepared to do this one. Its pretty simple I think, just one road with restrictions until 23rd, however I am NOWHERE near it to check personally AND it does affect the motorway network. So, knowing the Highways Agency reliability, I don’t mind if it would be preferred for me not to look after it.
Also, if it is to be me to do it, I’ll need this segment downlocked from 5 to 3.

You can submit closures to us via a form. Details can be found here: https://www.waze.com/forum/viewtopic.php?f=55&t=107038
I think that’s an invitation for you to submit the road closures - I’d forgotten about that form when I mentioned access to the spreadsheet. You don’t need edit access to the road segment being closed when you use the form, so no downlock required. (When the current Beta goes live you’ll be able to close directly on the editor, and then you will need a downlock, but that’s for the future).
The person who closed the UR’s has been pointed at the UK UR Guidelines.
