Many PURs not shown in Issue Tracker

Steps to reproduce this issue:
There are numerous PURs that are not being shown in the Issue Tracker.

For Queensland, Australia we have approx 430 open PURs but Issue Tracker with no filters applied is only showing 87.

The first one I found that isn’t being shown in the Issue Tracker is

This effects other Australian States as well.
Western Australia as another example has 330 but Issue Tracker only shows 100.

A Residential PUR from WA that is also not being show in the Issue Tracker.
