An L1 editor can still respond to URs and work issues, they just can’t close them, correct?. Getting to L2 isn’t terribly difficult and early promotions are still possible. I think this is a welcome change.
What’s the reason for not allowing L2 to set difficult turns?

Very likely because many new users don’t know the various editing standards in their region, and no doubt some have never communicated with their respective community. I know we had some that went around and set a ton of them to difficult turns without any discussion and caused a number of issues. We had to go back and remove all of them which took a lot of time away from other tasks.
Has it been considered to have junction boxes lowered from 5 to 4 (maybe 3?)? I thought in the ROW servers, JB’s were lower ranked, or able to be set lower.
I also agree with this idea and the new permissions. This will also help promote the use of the Mentoring program for newer editors, and bring those lower ranking editors into the community to work together.

As it happens, I proposed this 3 and a half years ago. After a year with no traction I was discouraged. After two years I was frustrated and depressed. The third year I became resigned and fatalistic. After that I went into a bit of a decline.*
I just had a report from a level 1 user who gets the message he needs to be level 3 before he can manage the UR. Either the text is wrong (adding a level to the normalized level instead of the 0-based level?) or there’s an additional rule for managing URs outside of the management area. I’m a bit hesitant to create a bug topic about this as I’m not certain whether there actually is a bug.
