Steps to reproduce this issue:
I have been made aware by another editor (@ageoio) that it is no longer possible to select from the list of global passes in the ‘Requires a pass’ restriction in the editor in Japan. The option is completely missing, while it is available in other countries (such as the UK).
I didn’t see any recent changes around this and am assured this used to be possible - please could this be checked?

Thank you for investigating the issue where Passes are no longer visible in the Japanese WME.
This situation highlights a fundamental difference between the assumptions used by editors in Western countries and those in Asia. In many Western regions, vehicle types and Passes are sufficient to represent most restrictions. However, in Japan and other parts of Asia, many restrictions are based on physical vehicle dimensions.
In Japan, the following restrictions are especially common:
Height limits
Width limits
Weight limits
These cannot be fully represented by vehicle type categories or Passes alone. Additionally, many incidents involving large vehicles getting stuck are caused by the length of the vehicle. If Waze could also handle vehicle length, support for trucks and large vehicles would improve significantly.
For these reasons, allowing roads to be configured with height, width, weight, and length, and allowing users to input their vehicle dimensions in the app, would provide a more stable and globally consistent solution while also addressing the unique road conditions in Asia.
I hope this issue can be an opportunity to consider introducing a dimension‑based restriction model.
While we look into why the ‘Requires a pass’ restriction disappeared from Japan, do you happen to recall when you last saw this option? As for the bigger idea of adding a dimension-based restriction model, could you post that as a separate feature suggestion?
Thank you, @ageoio. Knowing it was there around a month ago gives us a good starting point to look into what happened. I’ll keep you posted on our progress.
