Roadways involved are L2 and I am L1, but even if I was an L2 editor, I’m not sure how to deal with the restrictions in this case.

There’s also a public library and city hall in the middle of all this that are both open during the construction.

The press release says there will be flaggers and police directing traffic, and that avoidance is “advised”. The slowdowns will be noticed by the system automatically. Will police be requiring proof of reason to enter the area?
All the signage says “local access only” and “road closed”. Detours are posted. Police are blocking the road and querying people who want to go through.
I’m getting this set up as a gate lock type situation with daily road closures M-F for 6 months. 0700-1700 M-F will be local access only, all other times will be normal routing. Depending on how long it takes for things to update it could be a few days before local routing takes affect but no thru traffic will be given starting Monday 3-6.
Can you confirm this still needs to be restricted to local traffic only? Thanks
