This error report points out that Waze is trying to route people south on I-95 to take the connector ramp for DE-141 (which does reconnect to I-95 further down.)
Is there any way to convince waze of the error of it’s ways?
Always a tricky situation. Short answer–not really. In this case, Waze is actually doing it’s job–it probably saw that traffic was slow on that segment of I-95, and made the decision to route to the ramp (which actually may have been faster in some cases).
I’m not sure of any way to really restrict Waze from doing this, other than allowing it collect more information about the traffic patterns on I-95 and the ramp.
There are multiple ways to solve this problem. Waze has recognized that it is not good practice to route over ramps. So there is a routine in place that prevents waze from leaving the highway and then returning to the same highway unless the detour saves a significant amount of time (on the order of several minutes, I think) as compared to staying on the highway.
The catch is waze has to know that you are coming back to the same highway. Thus, the highway has to have the same name and the same city. In this case the highway changes name from “I- 95 S” (with the space) to “I-95 S” (without the space). The city changes from “New Castle” to “Wilmington.” I’m a proponent of not giving freeways city names to avoid having the city name cause this problem. So I would change the freeway name to be a consistent “I-95 S” and remove the city names from the highway segments to prevent this routing.
If you like the city names or don’t trust the waze routing routine you can also bring the clover leaf loops together and restrict the straight through routing as discussed here: http://www.waze.com/wiki/?title=Limited_Access_Interchange_Style_Guide#Complex_Collector.2FDistributor
So it looks like these 4 segments:

Need to be consistently named “I-95 S” with no city to correct this routing issue. Does anyone have the level 5 access to correct this, or should I go post in the unlock forum?
Impressive, I bow to CBenson’s expertise here. Didn’t realize that city names had an influence on such things. I generally avoid putting city names in freeways as a matter of practice in the first place, but yes.
I’ve also tried to go through and fix I-95 to be named “properly”, taking out the damn space. My OCD doesn’t appreciate that. I’d just remove the city names and rename it to I-95 S without the space. CBenson, can you do that?
