Suggest an edit deletes street when editing city if some segments are missing street

Steps to reproduce this issue:

  1. Select multiple segments, some of which have a street defined and some of which do not

  2. The address displays as “No common street” and “No common city”

  3. Update the city, so all segments share the same city

  4. Click “Send for review”

  5. The suggested edit will remove the street from all selected segments
