Suggestions Don't Show That You Are Creating a New City

Steps to reproduce this issue:
When you create a new city, you receive a message that says, “This city ‘NEW CITY’ doesn’t exist. Are you sure you want to create it?”

If a low-rank editor makes a suggestion to the map and adds a new city, the editor receives the warning notice.

Nevertheless, when you accept the suggestion, you don’t receive the same warning that you are creating a new city if you accept the suggestion.

The warning notice should appear when you accept a suggestion, and it creates a new city.
