I think waze needs option to report traffic lights, like when they bugout or bad weather causes them to blink red light only or nothing at all. This week i stop at three intersections were lights were out and I couldn’t report it as such.
Waze will automatically detect the traffic jam caused by the malfunctioning signals…
Also, you can just report a Hazard (you don’t have to select On Road/Shoulder) and add a description to it.

I agree with quicksilv3r, it would be very nice to push “Traffic lights out of order” instead of adding a description (while driving).
