Turn closure window is behind the main turn pop-up window

Standard bug
Steps to reproduce this issue:
See attached video.

Note that I can move the underlying WME window and the turn window can be moved away from the pop-up. However, standard design practice is that pop-up windows should be above the window calling the pop-up.

When Street View is open, it also overlaps with the turn instructions windows.
Is it OK here, or do you need another ticket?

This one is really frustrating because I usually have street view open when adding visual instructions so I can match the sign in street view to the input fields. That pop up is difficult and annoying to get out of the way. Please fix. Thanks.
