Map Suggestion locked to L6 for an L2 segment

Steps to reproduce this issue:
A user submitted Map Suggestion on a L2 segment is not allowing a L3 editor or myself as a L5 editor to action it
The action buttons are greyed out, the alert text is indicating we need to refer to the AM, and the tool tip is indicating the suggestion needs approval from a L6 editor.

Are you using scripts? Which ones?:
Replicated on a login with no script.

DeannoNZL and I as L6 can not action this suggestion, and Nicole also looked at it and was unable to Reject the suggestion
