Unapproved suggestion disappears when a reviewer accepts a separate suggestion on the same segment

Steps to reproduce this issue:
Description:
When multiple segment suggestions that create new nodes on a single, existing segment are submitted, the approval of one suggestion causes the other pending suggestion to completely disappear from the editor.

Steps to Reproduce:

1. Create a new segment that generates a new node on an existing segment, and save the changes (submitted as a suggestion).

2. Create a second new segment that generates another new node on the same existing segment, and save.

3. Have a reviewer accept/approve one of the two pending suggestions.

4. Observe the status of the second suggestion:

Expected Behavior:
The second suggestion should remain pending and visible in the editor (re-attaching to the newly split segment) so the reviewer can evaluate it independently.

Actual Behavior:
As soon as the first suggestion is approved and the original segment is split, the second pending suggestion unexpectedly disappears.
