Likewise, I am now Level 3, and don’t have the Road Closures option. What are the Australian community requirements for Road Closures?
It would be handy if I am able to process local road closures rather than relying on, arguably, the two busiest Wazers around (@glomp and @ituajr) to process them, sometimes at short notice.
In addition to my previous comment, I appear to be one of very few Melburnians that is keeping an eye out for road closures.
There are a number of Road Work projects in progress:
Citylink Tulla Widening
Western Distributor Upgrade
Level Crossing Removal Project
Each of these have regular road closures at the moment.
Additionally, the Run for the Kids is only about a week away, and there are numerous road closures for this event (MTE) that need to be put in. (See here)
If I had Road Closure permissions I could process the majority, if not all of these, without having to translate local knowledge of the roads into something that a non-local is able to process. Additionally, the R4K race has closures starting and ending at various times.
I’m sure similar situations exist in both NSW and QLD.
As far as I know you need to be a level 4 to add real time closures.

Confirming that, for AU users at least, ability to add road closures doesn’t come with reaching L3. I think (but do not know for certain) that normal practice is L4.
I’ve recently (within the last couple of weeks) been given access to Closures, but I believe that was only because I registered for the Awazeing Race (MajorTraffic Events) competition a couple of months ago - and today is the first time I’ve actually noticed having Closures access. (We were also told that Closure access would be temporary for the duration of the Race).
I can confirm you need to be level 4 editor to do real time road closures.
And waze does not permit rank uplifts. You need to reach the required edits before being upgraded. I know, I have asked.
