I’m still learning but I understood that one of the core principals here is that Waze is a commuter focussed satnav for car drivers and as such doesn’t need pedestrian paths. I found a path locked to L3 which is confusing me…

would i be justified in requesting that this segment be downlocked for deletion?
i’m familiar with the area and it’s a pedestrian path that isn’t wide enough for a car but for some reason it’s locked to L3.

Walking trails are generally a bit of a waste of time to add, but I probably wouldn’t delete it if it’s already there.
The most important point is that it shouldn’t be connected to drivable roads, otherwise Waze may route along it. One (small) benefit if having it there is it removes the temptation for a new editor to create it and join it up.
It’s possible that it’s been locked to L3 because someone else kept adding it and joining it to the drivable road. It’s not doing any harm, so leave it alone. 
gotcha, so since it’s doing no harm, no need to remove it or bother the creator/locker.

Since it’s got my name on it, I ought to provide an explanation - except that I can’t remember. I’m guessing that it was joined to the streets at each end, and I pulled it off the streets and locked it to prevent it being rejoined.
Not sure why I didn’t delete it altogether, except of course that it would then be easier for someone to recreate it - you can’t lock something that isn’t there!
