Waze MSG(s) to Greek users via the App

I was talking to a user via a UR today (https://www.waze.com/editor/?env=row&lon=23.83633&lat=38.00980&layers=2021&zoom=6&segments=185580518) and when i suggested he joined the Greek Waze Forum he responded that he cannot click on the link via the App.

Then i responded that he could find the link in the message sent by Waze a few days ago (see more here: https://www.waze.com/forum/viewtopic.php?f=147&t=108364) he said he hadnt received any messages.

Question: How were users targeted for this message? Is there any chance he did receive it but doesnt know it?
On a sidenote, why cant we click on links from the App?

I do believe that users are targeted based on experience with all aspects of the community and not only by usage of the app.

Hi Yianni, its great to see more champs becoming active in the forums ;->

Question was regarding the message (in Greek) that all users received via the app, encouraging them to become active in the editing community and i was wondering of how users were targeted for that, considering that i got it whereas the wazer i was talking to via the UR (who was also Greek, in Greece) didnt.

Maybe unholy will clarify for us ;->
