Do you mean that you are trying to add new city names to the database that did not already exist?
Can you give exact steps of what you tried to do, how/where it worked before and how/where it failed?
Also please try to give permalinks to the segments in your examples.

Yes I got that, it’s what you already said in the first post.
Did you see a pop-up saying that you were trying to add a new city name which didn’t exist to the database at all?
Can you share permalinks?
Also I wouldn’t recommend adding districts within the city name field, the city name field should only contain the main city, not districts.

Thank you, which segment(s) do you want me to look at, the permalink doesn’t contain a segment ID. All segments there seem to have “No city”.
What I am trying to figure out is if you have been able to create new cities or not when that pop-up appeared, because adding new cities can be restricted by level or WME role. Which could explain why you couldn’t add one and got the error, but you seemed to also indicate that it had worked on some other segments, which makes be unable to determine if that is the reason why it doesn’t work for you or if adding new cities is also supposed to be possible to L1 users in Iraq.
There is a restriction to add city names to editors at low levels. I’ve been helping Haider do some edits. He is very interested in collaborating.

EDIT: I saw the video after the post you quoted above because I was typing my reply at the same time you posted it.
Ok so it seems clear that as I initially thought but was mislead by your first post, you can’t add new names to the database, which is a normal level restriction.
Either Javier or I could add them for you, but again I would really advise not to use “City, Sub-City” format in the City name field, it just wasn’t meant to be used that way. Champs have been requesting a Sub-Cities field to staff for years in order to do this the proper way. It is not planned anytime soon but remains an item on the roadmap.
Ok so changing again from thinking you couldn’t add them, it seems you were able to do it there. Which is what I have trouble understanding, maybe it’s not locked for Iraq then, I’ll try to look into it.

The “allowNewCitiesRank” parameter for Iraq is =0, which means a Level 1 user can create new cities.
However due to staff restrictions for L1 editors, the number they can create per day may be limited, which could be why he was able to add a few, then it wouldn’t allow him anymore, until tomorrow perhaps when the limit per day would be reset.
You either put only the District or the City, but not both. Waze does not support Districts for addresses anywhere in the world. Like I said, it’s something we’re waiting for them to implement someday.

Not necessarily but it goes against mapping recommendations from staff and most Map Editing wiki rules to mix sub-cities with the main city name.
Take for example Paris, London or Berlin:
As you can see they either use only the main city name for the whole city (Berlin), the main city name in the hyper-center, then disctricts for the outer parts (Paris) or mostly only disctrict names (London). But you don’t see “Soho, London”, “St. James, London”, “Holborn, London” etc… everytime.
