Would appreciate some guidance on a UR I’ve picked up on the M1

Reporter is saying that the M1 southbound was congested all the way from J13 to J10 so Waze should not have routed via the M1.
I’m guessing that the issue here is that Waze still calculated the M1 as being the faster journey, even if by 1 min so this is why they were routed that way? Would that be right?
Could someone please provide some advice and guidance?

A pedants answer - if there is a problem, it’s with the router. It’s not a map problem, so a Map Issue report is not appropriate. You could adapt this answer.
However, you probably want to be more helpful. Playing with livemap routing between points before and after the problem area would give some idea how long an alternative route would normally take. Sometimes a slow motorway is still quicker than the alternative, especially if the alternative is also bunged up.
If the complaint still looks justified, Timbones has a facility to monitor route choices between two points to see if there are any oddities. Send him a PM if required.
