Well, I’m Level 2 and usually can close roads. But why not today?

Okay - this problem is occurring again. I can close the main street (Yellow) but not the local streets surrounding the event.

Time has not changed this issue. There are a series of segments in my area which I cannot edit, and frequently need to be able to. Who do I need to contact to get these segments working for me?

I have checked those roads supplied in the image, they are L1, so universal access is granted.
When it happens, have you tried restarting the Map Editor?
What browser are you using?
