Shields can be added/modified on segments outside allowed editing area

Steps to reproduce this issue:

Open WME in Production environment
Navigate to an area outside your allowed editing area
Select any segment
Attempt to add or modify a shield
The operation succeeds, even though the segment is outside your editing area:

I feel like this is WAD, since shields are attached to a segment name and city combo, not the segment itself.

You could draw a segment with the same name combo in your own edit area, add/edit the shield, and it would populate to segments outside of your edit area

Pasciakd is 100% correct. This is WAD and has been since day 1. It was brought up very early on and was explained that the shield is not on the segment, it is on the actual Street ID, which is street name, city, state (if applicable). For example: Any street in TX that is labeled as SH-123 with no city, would have the same shield on it. But it would not show up on SH-123 with no city in OK.

Additionally, since it is not tied to the actual segment, the lock level of a segment does not prevent the shield from being added if it is added on a segment that the editor has access to.
For example: An L4 edit (if shields can be added by an L4) can add a shield to an L4 segment and if there is an L5 segment with the exact same street name, city, and state ~ the shield will be added to the L5 segment.
