Duplicate External Providers - Deleting Removes Both

Standard bug
Steps to reproduce this issue:
Waze is duplicating external providers for places (already a bug report on this issue) but, when you delete the duplicate it will delete both external providers. This is happening on production.

I was able to remove both duplicates and add just the single external provider back and it did not duplicate it (yet).

I’m thinking this bug is related to this one: External providers hidden and edits cause hidden external providers to be deleted

I only noticed it on a widespread level after my reported bug was resolved.

@G_W1Z To verify this, we also need to check this in ROW - there was no change there as far the fix goes, so if the issue is not observed in ROW, then it would be related to the other bug you have linked.

Voted - I see same problem (not with all places). WMEPH is flagging those places as potentially duplicated!
