Introduction

West Virginia is a part of the Mid-Atlantic Region, which includes the states and/or territories of:

District of Columbia / Maryland / Virginia / West Virginia.

Despite its relatively small size (24,000 square miles), the Mountain State is home to over 3,000 communities including 234 municipalities and another 205 Census-designated places. To link them (and to provide an important part of the transportation of the state’s abundant natural resources), there are nearly 39,000 miles of public roads and more than 7,000 road bridges in the state. The state of West Virginia maintains 34,700 miles of that system (89%) with municipalities maintaining 3,300 miles and federal agencies maintaining 900 miles. The road system is 83% rural and includes 556 miles of interstate highway and another 82 miles of the non-interstate strategic highway system.

Community

The Waze user community follows the Waze etiquette guidelines. Be sure to familiarize yourself with these guiding principals while editing the maps and this Wiki, as well as when communicating with other Waze users.

The editing community in the United States uses Discord servers as a communication tool. Downlock Requests

You will find as a beginning editor that some segments or roads are “locked” above your Rank. In order to work on those, you will need to request a “downlock” to your rank. A downlock request can made in the WV Discord channel. Be patient as senior editors may not be at their computer or may be busy with other tasks at the moment. The request, in order to set a good example for other editors and not spread bad habits to newer editors, should be constructed as follows:

Downlock Lx-Ly, “Location”, “Reason”, PL

  • Lx = Current Lock Level
  • Ly = Proposed Lock Level
  • Location = Closest City or County or other location description for where the request is being requested. Such as Morgantown, Raleigh County, I-77 etc.
  • Reason = Whatever Reason for the request. Examples include Speed Limits (SL), Elevation, Geometry, etc.
  • PL = Permalink to the segment(s) that you need downlocked.

Uplock Requests

Upon finishing your editing, create another PL with the segments needed to Uplock to the Minimum Lock Standard. Use the format Uplock Lx-Ly “PL”. This needs to be done because the senior editor who will perform the uplock may be using a mobile device, is reviewing multiple requests, and/or is in multiple Discord channels or it’s a different senior editor. Furthermore, if you add a junction node for a speed limit, add a Parking Lot Road (PLR), or merge segments, it may/will create new segment IDs and those will not be the same as the original downlock request.

If you have different lock levels; for example freeway (FW) at L5, ramps at L4 and Minor Highway (mh) at L3, break your uplock request into separate PLs for each lock level needed.

If for any reason the original lock level was higher than the Minimum Lock Standard (for example: a mH at L5 instead of the minimum level, L3), ask if they still need to be uplocked back to that original higher level or can be set to the minimums before you request the uplocks. There are a multitude of reasons for this to occur and it’s your responsibility to reset those back to the desired levels.

Community Tools

Members of the Waze Editing Community have developed several tools that can make editing the Waze map easier and more efficient. These tools can help you locate information, add features and customization to the Waze Map Editor, and even automate some tasks. Before utilizing any community tools, it is important to understand how to understand what the tool will do, the tool’s limitations, and how to make edits without the tool. Tools cannot replace you reviewing information for accuracy and ensuring you make quality edits.

Most community tools are developed as user scripts. To use user scripts, you must install a user script manager in your browser. Tampermonkey is recommended by the Waze Editor Community. More information is available on the Scripts Wazeopedia post. Other tools may be installed as browser extensions or available without installation.

There are many tools available for you. You can read about several on the Scripts Wazeopedia post. If you have questions about using scripts, ask the map editing community. Below are some common tools used by editors in West Virginia or tools that are specific to West Virginia.

WME Toolbox

This extension will highlight some errors that are very common, especially with new editors. See the WME Toolbox Discuss forum post for instructions on installing the extension.

WME Validator

WME Validator validates a map area in Waze Map Editor, highlights issues, and generates a very detailed report with wiki references and how-tos.

WME Validator Localization for West Virginia is an add-on that provides additional checks specific to West Virginia. This add-on requires WME Validator to be installed and enabled.

WV GIS map

WV GIS Map opens a WV GIS map in another window, at the same location as the WME map. Keeps the location of the GIS map synced to WME. Note that this script may require creation of a free account.

WME Cities Overlay

WME Cities Overlay provides outlines of CDPs and municipalities in West Virginia.

WME US Government Boundaries

WME US Government Boundaries (USGB) displays the county boundaries and the USPS zip code tabulation area boundaries for use in adding alt names to segments to aid in address searches.

WME GIS Layer

WME GIS Layers (GIS-L) adds GIS data directly in WME from national, state, and local sources that provide a public ESRI/ArcGIS interface. These layers may include tax parcels, address points, road segments, and many other resources. Remember to use caution relying on this external information as it can be outdated or inaccurate in some locations.

WME Place Harmonizer

WME Place Harmonizer (WMEPH) harmonizes, formats and locks a selected place. Also, for chains, please submit new chain data for any that are not in the database.

WME Place Interface Enhancements

WME Place Interface Enhancements (WME PIE) modifies the interface to provide additional functionality for places.

WME Junction Angle Info

WME Junction Angle Info (JAI) helps with junction maintenance. It shows turn angles and estimates voice prompts that the Waze client will give.

WME OpenMaps

WME OpenMaps provides alternate aerial imagery from West Virginia counties.

WME URComments-Enhanced

WME URComments-Enhanced (UCR-E) provides enhancements to respond to reported map issues more quickly.

West Virginia Update Request Management

When users report Map Issues in the Waze app, the appear in WME as Update Requests (URs). In West Virginia, all editors share ownership and responsibility for URs in their editing area. All editors, regardless if they have worked the UR previously, may send any of the responses described below, provided they adhere to the minimum time spacing guidance between responses. All editors are explicitly encouraged to attempt to resolve URs at any point during their lifecycle, even if others happen to be actively working it at the same time. It is courteous to reach out to an editor to let them know you identified the solution.

Response Timeline

(NOTE: all day values are relative to the date the FIRST editor response is sent to the reporter)

Day 0

The first editor who is able to respond to a User Report (UR) should attempt to resolve the UR. If they are successful, they should comment as such in the UR and mark it "Solved". If more information from the reporter is required to make progress towards closure, a response should be sent to the reporter containing the information needed for resolution.

Day 4+

Polite reminders should be sent to reporters who have not responded to the initial request for information at any time, provided at least four full days have elapsed since the initial response was sent

Day 8+

URs may be noted as closed due to lack of reporter response at any time, provided at least four full days have elapsed since the followup message was sent. These need to be marked as “Not Identified” and a brief comment sent.

Notes

The ideal timeline for UR response is when responses are sent as early as the minimum required time spacing between messages permits. Experience has reliably shown that UR response rates are much higher when editors are able to send responses promptly. The 4+ day followup / reminder has shown remarkable improvement in reporter responses everywhere that it has been implemented.

Cities and Towns

West Virginia follows national guidance for placing cities on road segments. If a road segment is within an incorporated place or CDP (census-designated place), use that name as the primary city name. If the USPS uses a different city for that segment, add the postal city as an alternate name. There are several sources of this informationː

  1. Use the WME Cities Overlay Script to highlight the boundaries within WME.
  2. Use CDP and Incorporated Municipalities layers in WME GIS Layers to highlight the boundaries in WME.
  3. Use maps available from the state, US Census Bureau, or other public source.

If a segment falls outside of the boundaries of an incorporated place or CDP, do not add a primary city. List the postal city as an alternate name.

  1. The WME US Government Boundaries script helps to find the appropriate USPS postal city name.

Examples

  1. If the segment falls within a City or CDP, then all alternate segment names should also include the same City/CDP. The USPS postal city should also be added as an alternate city name. Example:
  2. If the segment falls outside of a City or CDP, then “None” should be selected for the primary city. The primary segment name should be duplicated in the alternates and all alternate names should use the USPS postal city name. Do not list “None” for any of the alternate city names
  3. If the segment runs along the border between two Cities or CDPs, then “None” should be selected as the primary city name. The primary segment name should be duplicated in the alternates for both City/CDP names as well as the alternate segment names. Do not choose “None” for any of the alternate city names. This guidance should also be applied when the segment falls outside of a City/CDP but borders two USPS Zip Code City. Example:

Freeways

If the road type is Freeway, set the city as “None”, regardless of the location. Be sure to also set the city name of any alternate names correctly. Please discuss any deviations from this guidance in the West Virginia section of the Waze Map Editor Community on Discuss.

Roads

West Virginia follows the General Road Naming and Road Type Guidelines of the USA. West Virginia specific deviations and examples are shown below.

Road Type & Name

To determine the correct road type for roads in West Virginia, you can use GIS maps available in the WVDOT Geospatial Portal as well as WVDOT County General Highway Maps or WVDOT City Maps. Below is guidance for each type of road in West Virginia.

Interstate

Interstates are named with the route number and direction as shown below. Interstates are always one-way segments with the cardinal direction included.

  • Waze Road Type: Freeway (FW)
  • Name: I-64 N
  • Lock Level: L5 or higher

US Route

US routes are dual named with the route number and road name separated by a bullet following the format “US-### • STREET NAME.” When divided, the cardinal direction should be included with the route number. The route number and road name should be listed separately as alternate names.

  • Waze Road Type: Major Highway (MH) unless FC upgrades
  • Name: US-50 E • Robert Byrd Hwy
  • Alternate names:
    • US-50 E
    • Robert Byrd Hwy
  • US BUS/SPUR/LOOP are Minor Highway (mH) unless FC upgrades
  • Lock Level - L4 or higher

WV State Route

WV routes are dual named with the route number and road name separated by a bullet following the format “WV-### • STREET NAME.” When divided, the cardinal direction should be included with the route number. The route number and road name should be listed separately as alternate names.

  • Waze Road Type: Minor Highway (mH) unless FC upgrades
  • Name: WV-7 • Mason Dixon Hwy
  • Alternate names:
    • WV-7
    • Mason Dixon Hwy
  • WV BUS/SPUR/LOOP are Primary Street (PS) unless FC upgrades
  • Lock Level: L3 or higher

County Route

In the 1930s, the state took ownership of the county route system throughout the state. County routes are numbered with a trunk and spur system. Trunk secondary roads are numbered according to the format "CR-### and are more likely to be a higher functional classification. Spur secondary roads are numbered according to the format “CR-###/##” where the top number is the trunk route and the bottom number specifies the spur.

While county route shields frequently appear on green street signs in West Virginia, they rarely appear as a standalone black and white shield. County route numbers should only appear as alternate names unless standalone county route shields are present, such as CR-857 around Morgantown. When standalone shields are present, county routes are dual named with the route number and road name separated by a bullet following the format “CR-### • STREET NAME” similar to WV or US routes

  • Waze Road Type: Street unless FC upgrades higher
  • Name: Bragg Hollow Rd
  • Alternate Name: CR-14/26
  • Lock Level: Depends on FC; L1 or higher

HARP and Delta Roads

Delta roads and Home Access Road Program (HARP) roads are types of terminal roads that were privately built but are maintained at some level by the state. Delta roads contain a number in a triangle while HARP roads have a number in a pentagon. These numbers should not be added to the map unless there is no other name for the road.

  • Waze Road Type – Street
  • Name – not typically used. Only if no name for that street can be found (please ask an SM first). Delta-16, HARP-901/20.
  • Lock Level - L1

FANS Route

Federal Aid Non-State routes are municipal owned roads eligible for federal aid. The FANS route number is only used administratively and do not need to be added to the map. If they are added, they should only appear as an alternate name.

  • Waze Road Type – Based on Functional Classification Only
  • Alternate Name – Alt Name Only if FC upgrades road type to Primary Street or higher. Drop the leading digit. FANS-863
  • Lock Level - Depends on FC; L1 or higher

WV State Park and Forest Route

  • Waze Road Type - Can be of any type. Consult the WVDOT County Maps or GIS services for Road Type.
  • Name - Use Local Name if it has one. Add WV DOT Route Designation as alternate. Or if no local name, Route Designation as Primary. FS-800
  • Lock Level - Depends on FC/Road Type; L1 or higher

US Forest Service Roads

West Virginia has one (1) National Forest within its boundaries, the Monongahela National Forest. The specific guidelines for National Forest Roads can be found here. Please ensure you understand the Wiki prior to mapping/changing any US Forest Service Roads. Use the Interactive Map to find the Road Names/Road Designation/Road Type. Roads can be both WVDOT and USFS in some cases. Use Local and/or WVDOT Road Names/Designation as Primary, if applicable, instead of US Forest Service road names/designation. Add the US Forest Service Roads as alternate names/designation in most cases. Do not map any roads that are not maintained for passenger cars or that motorized traffic is prohibited at this time. Also, do not map any trails.

  • Waze Road Type - Can be of any type. Consult the Interactive Map for designation.
  • Name - Local Name if known. Add any WVDOT designation and USFS Designations as alternate names. FS-XXX
  • Lock Level - Based on Road Type. L1 or higher

Unpaved & Off-Road/Not Maintained

Rural West Virginia has many unpaved and off-road/not maintained roads. These roads can be identified using street view, aerial imagery, state GIS data, or the WVDOT County Maps. Use this guide for interpreting the road information on the maps.

Functional Classification

The Functional Classification of West Virginia roads can be viewed as an overlay in WME by installing the WME FC Layer script developed by MapOMatic. The source of this data is the WVDOT’s GIS service. To view this data, click on the ArcGIS Online map viewer link at the top, turn on the F System layer, and zoom in.

True Elevation

West Virginia uses the concept of True Elevation on segments within the State. The use of True Elevation (TE) is to better represent segments in relationship with its surroundings/ground level. Most segments should have an elevation of Ground unless they pass over another segment, waterway, or natural feature. Drivable and non-drivable segments are handled the same way with elevation.

Definitions

Bridge

  • Segment travels over another segment (also known as Overpass)
  • Segment travels over a river or body of water
  • Segment artificially elevated to pass over ground level objects and natural features.

Tunnel

  • A tunnel is any road segment that is underground and thus the GPS reception is inconsistent.

Implementation

  • Elevation of overlapping segments should be set relative to each other, with the lowest segment as Ground (unless that segment is a tunnel).
  • Only elevate/lower the actual bridge/tunnel section of the road.
  • Bridges should be cut at the start/end of the bridge where the land falls away. You can usually see guardrail at the start/end of the bridge section. Also the pavement type may change (Asphalt to Concrete for example).
    • Do not cut segments for elevation purposes if the bridge starts/stops within 60m/200ft of an existing junction.
    • There is no need to elevate segments over every small creek or box culvert. Only elevate over significant waterways or natural features.
  • Only set elevation as low/high as necessary. For example, no segment should be Elevation +2 unless it passes over another segment with Elevation +1.
  • Tunneled segments shall have lower elevation, relative to ground and Tunnel should be checked.
  • Only segments that are actually underground should have the negative elevation.
  • Tunnels should be cut at least 15m/50ft before and after the tunnel, to allow time for the GPS to regain signal.
  • The use of common sense is paramount in using True Elevation.

Speed Limits

West Virginia follows the USA Guidelines for Speed Limits. The ONLY speed limits that should be added to the map are Regulatory Speed Limits. Consult the Speed Limits (USA) Wiki for details on how to set speed limits on ramps, At-Grade Connectors, Roundabouts, Private/Parking Lot Roads, and Construction Zones. In West Virginia speed limits change at the sign; consult the Wiki for guidance on when to create a new junction for the Speed Limit change.

Walking Trails / Pedestrian Boardwalks

It is our policy that we do not typically map pedestrian paths. Waze is a vehicle navigation application, and most pedestrian paths do not add to that function, since they serve no routing purposes.

In situations where addresses are only accessible via a pedestrian path, a Routable Pedestrian Path may be used. Please consult with a State Manager before mapping any pedestrian path.

If you believe a pedestrian path does not meet the requirements for mapping, check with a state manager about deleting the segments.

Closures

When managing a section of roadway under construction or being closed for a major event, follow the Wiki guidelines on construction zones and Real time closures.

Construction projects or emergencies that cause roads to be closed should be reported in the West Virginia forum, on the WV Closure Form, or by using the WME Form Filler Script (choose “WV Closures” in the pulldown). Please make sure WME Form Filler is version 1.4.6 or later. Current closures and events in West Virginia that have been reported to Waze are shown in the WV Closures Sheet. Note: Editing on the WV Closure Sheet is restricted to authorized users. Contact a state manager to request edit access.

Closures needing prompt attention may also be reported in the #west_virginia channel of the MAR Discord server. You will need to have a permalink to the segment(s) that need closed, the start time and the end time, and the reason for the closure.

Finding Closure Locations

The WME US Government Boundaries script that will show the boundaries and the county name. This is very important to use so that you can verify you are closing the correct road segment in the correct county. Some road names are used in more than one county.

WV Geometry and Measures Site

The WV Geometry and Measures site from the WVDOT provides the ability to locate closures using the route number and mileposts, if available. There is a search function at the bottom left. Use the road icon to generate a Route ID. When generating a route ID you must select an option for every field. If any field is left blank, it will generate a Route ID that will not locate the road.

Once the Route ID is generated, you can enter the milepost information if available. For single mileposts, leave the second box blank.

The WME Open Other Maps script is useful when using the WV Geometry and Measures site as it adds a link to open WME to the same location.

West Virginia follows the USA standard for Places. Do not deviate from the guidelines without first obtaining consensus to do so via the state forum linked on this page.

Place Update Requests

Place Update Requests (PUR) should be reviewed for accuracy; once approved, all relevant information pertaining to the place should be added/entered. Please use each company’s website to gather all the information you can. Once a place is complete please lock to the Mid-Atlantic standards for Place Locking. It is strongly recommended you install and use WMEPH on each place to ensure standardization.

Naming Standards

We attempt to standardizing the naming of most public facilities and businesses. This makes search results more consistent and useful and gives Wazers a more professional and uniform experience. The names have been designed to work well with instant search, regular search, and to be clear and concise in the map display. Please follow these guidelines when naming the places described below.

Places which are part of a larger area place (e.g. separate ER entrances in a hospital area, etc.) should be named with their unique name followed by a hyphen and the name of the larger area they belong to. For example “ER - J. W. Ruby Memorial Hospital”

Hospitals/Urgent Care Clinics

WV follows national guidance for hospitals

Use the official name as the Primary Name. Put any local/colloquial names, if known, as alternate.

Government Agencies

All places for the following agencies should be named according to the standards as follows:

City and County Offices

City or County Name followed by City Hall or Department or Agency as appropriate, for example:

Police and Sheriff Department

City, Agency or Division Name followed by Police Dept or Sheriff Dept. For the West Virginia State Police, put the name of the detachment at the end. For example:

Fire Department

Agency Name or abbreviation followed by Fire Dept and the station name or number. For example:

West Virginia follows national guidance for Post Office naming. For example:

Follow the hospital guidelines plus the following naming conventions below. If it is not clear that these places are for Veterans Only, preface the name with V.A. (with the periods so the TTS does not conflict with Virginia). Add VA (without the periods) as alternate name to aid in searches. Spell out CBOC (Community Based Outpatient Clinic). Also expand Vet to Veterans to avoid ambiguity with Veterinary Services.

Area Managers are Waze map editors who take a proactive role in maintaining specific areas of the Waze map.

Mid-Atlantic Region Large Area Managers (MAR-LAM) help manage large sections of the state working with the local Area Managers and have statewide road closure ability
